1997 was the year before the 1998 Presidential Election. Governor Josiah Bartlet of New Hampshire, Senator John Hoynes of Texas, and William Wiley all announced their candidacy for the upcoming Democratic primaries.

- Leo McGarry persuaded Jed Bartlet to run for President of the United States. Bartlet appointed Leo as his campaign manager. Toby Ziegler and Cal Mathis were hired to work on the campaign. Leo convinced Josh Lyman to come see Bartlet hold a town hall, where Bartlet impressed him so much he quit John Hoynes's campaign to work for him.
- Following the town hall Leo fired every member of the campaign staff except Toby, and Josh, C.J. Cregg, Sam Seaborn, and Mandy Hampton, as well as Melanie and Ken,[1] were brought in to replace them.
