Barry Haskel was a longtime member of the Federal Election Commission and a closet supporter of campaign finance reform. He is brought to the West Wing of the White House for the first time by Leo McGarry to try and get him to make his support public.

Haskel is nervous, as it is his first time in the White House, and McGarry uses this to play mind games with Haskel, including having a marine perform a drill and then leading him into the Oval Office, where he meets Attorney General Dan Larson, Secretary of the Treasury Ken Kato, CIA Director Rob Konrad and President Jed Bartlet. The ploys are ultimately successful, as Haskel makes his stance public.
