Bill Trotter was the Secretary of Energy.[1]

When Philip Sluman, Chairman of the Petroleum Producers of America, testified to the Federal Trade Commission that the Bartlet Administration's pursuit of emissions standards caused price hikes, Toby Ziegler wanted him to add a rebuttal to Sluman in his upcoming speech to the Detroit Economic Counsel about Energy Efficiency in the 21st Century.

Vice President Hoynes volunteered to do it instead, which Toby thought suggested he intended to run for president in 2002 rather than 2006. This led him to realize that Hoynes had reason to believe President Bartlet would be a one-term president and ultimately that the president was concealing an illness from the American people.[2]
