Charles Frost was an analyst with the Central Intelligence Agency who was assigned to the National Security Council.
He was assigned to give presidential candidate Arnold Vinick his daily intelligence briefings and told him about an unfolding situation in Kazakhstan.[1] No one else had heard of a situation in Kazakhstan, and Vinick complained to the White House that Frost wouldn't shut up about it.[2]
Frost surprised White House Chief of Staff C.J. Cregg in her office, claiming Chairman Nizar Farad's assassination was not an isolated event and the next targets would be the President of Kazakhstan Rushan Issetov and the Vice President of the Unocal Corporation.[2]
Following Issetov's assassination, Frost wanted to speak in the Situation Room, but Kate Harper only let him tell her what he knew before she went inside. She came out and shared her own theory, that the assassinations would lead to war in Asia. He considered her theory "very cool" and invited her out for coffee.[3]
