Cornell Rooker was a African American Democrat from Florida, and was President Bartlet's first choice for United States Attorney General before his nomination was withdrawn.
He had previously served on City Council in Miami, Florida with conservative Bill Stark, where he made comments supporting certain forms of racial profiling. When President Bartlet confronted Rooker about his stance, Rooker said: "Mr. President, when I hear black footsteps behind me I'm scared, when I hear white footsteps I'm not." A comment the President would share with Sam Seaborn 4 years later. ("Debate Camp")
