Dr. Stanley Maxwell was Josh Lyman's long term psychiatrist. After receiving a card for instructions in case of a nuclear attack from Jonathan Lacey, Josh visits Stanley and talks about Joanie, his sister who died in a fire when he was young. It turns out Josh blames himself for her death and subsequently gives up his card in order to be with his friends should the worst happens.
