Tom was the Director of Central Intelligence during Jed Bartlet's first term in office. He admitted failure when his department failed to the movement of the Indian army into Pakistan-held Kashmir territory.[1] He reported Pakistan's concerns that they would not be able to defend themselves from further encroachment with "conventional forces."[2]
He appeared in the Situation Room during other international crises, either silently attending the meetings or offering what information the Central Intelligence Agency had gathered.[3][4][5][6][7][8][9][10]
