Franklin "Frank" Hollis (played by Xander Berkeley) is an American billionaire who made his fortune in the computer or techonology industry.
He is rumored to have bought a private island and "most of Montana." In 2007, he started a charitable foundation to build highways and other infrastructure in Africa, with a starting budget of ten billion US dollars, and former White House Chief of Staff C.J. Cregg as its chair.
