Gerald Deloit is the Secretary of Energy in the Bartlet Administration.
He is a stumbling block during C.J. Cregg's first week as Chief of Staff. When a Georgian official brings an offer to give the United States their enriched uranium, he opposes the idea because he supports nonproliferation and the Emergency Nonproliferation Fund is tapped out. He leaks it to the Governor of Tennessee.
Margaret Hooper tells C.J. to approach the sub-cabinet policy wonks to get the information and help she needs, and C.J. is able to call in the Secretary of Energy (as well as other Bartlet officials) and announce the deal will go through.
