Leo arrives in the Situation Room to learn from Nancy McNally that a submarine has "gone quiet" in the waters off North Korea.  Leo tells Nancy that he is going to have to brief the President.  In the Oval Office - Charlie and the President are getting ready for the President to travel to New Hampshire to file his papers for the New Hampshire primary.  The President has always filed himself - rather than send an aide.  As the President puts his coat on and gets ready to leave - Leo arrives to tell him about the USS Portland (the submarine) and that the President can't go to New Hampshire until the Portland is heard from again.

Summary

Opening
