Henry Shallick is a Republican member of the House of Representatives and the Deputy House Majority Whip. After Toby Ziegler declares to Ann Stark that Democrats will attach an amendment on the minimum wage to every bill going through Congress, Stark leaks his quote anonymously and arranges it so that Shallick can publicly criticize the unidentified aide and the White House for partisan politics and backroom dealing.[1]
He later appeared on Capital Beat as a commentator following the State of the Union, where he critiqued President Bartlet's speech. He claimed all his most popular ideas were in fact co-opted from Republicans. Toby confronted him about his beliefs regarding the Second Amendment.[2]
