Lisa Wolfe was the Chief of Staff to the Senate Committee on the Judiciary.
Josh Lyman met with her about filling the vacancies on the Sixth Circuit. She argued that the Democrats weren't willing to work with the Republicans when they controlled the Senate, and she said the political process frustrated her so much she wondered whether judges should be appointed by executive decree. She told Josh to nominate someone they could confirm instead of his friend Eric Hayden.
Their plans were put on hold when Owen Brady died unexpectedly and a seat opened on the Supreme Court. Lisa warned Josh against nominating anyone the Republican Majority in the Senate wouldn't approve.
He suggested nominating both the liberal judge Evelyn Baker Lang to replace Roy Ashland and a conservative judge to replace Brady, preserving the makeup of the court. She would bring it to the Chair only if the conservative was Christopher Mulready, and after meeting him and seeing him debate with Lang, the deal went through.
