Loomis was one of C.J. Cregg's Big Block of Cheese Day appointments. He was concerned with the plight of foxes (such as Pluie) and other animals whose migratory and mating patterns were disrupted by human beings. He, along with Jerry and Marge proposed a 'fox-only highway' to solve the problem.
