Mark Richardson (D) is the leader of the Congressional Black Caucus, and a member of the U.S. House of Representatives, representing a New York district that includes parts of Brooklyn.


He often butted heads with the White House over issues where they assumed the black caucus would not be an issue. He voted against a crime bill after Leo McGarry failed to convince him to help out, and only supported the veto of the Estate Tax Cut after a meeting with Toby Ziegler.

He opposed the U.S. involvement in Kundu until Toby was able to release a statement saying that, while Bartlet doesn't support the draft, he will consider Richardson's amendment to reinstate the draft, which Richardson used as a posturing point to point out that blacks were disproportionately being killed in the military due to the economic status.
