Representative Matt Skinner (R-MD), a member of Congress and a moderate Republican who occasionally was brought into meetings with the White House. He, along with Gladman and Joe Willis were viewed as the swing vote on an amendment to the appropriations bill, which would allow sampling in the census.
He also voted with the White House on a banking bill and offers Leo McGarry congratulations when it becomes clear it is going to pass.
He is later reveled to be homosexual in a meeting with Josh Lyman debating a gay marriage bill. Despite his sexuality, Skinner opposed the bill, not wanting to let being gay dictate his entire life.
Although the homestate of Congressman Skinner is never revealed, he can articulate on Chesapeake Bay issues regarding marine life and fishing. Maryland is home to the Chesapeake Bay area.
