Mickey Troop was an adviser to the President during the Colombia Drug Hostage situation during Jed Bartlet's first term. He advised the President to continue negotiations rather that send in Special Ops, but was overruled by the rest of the cabinet. He later appeared with Mike Chysler to inform the President that the raid had been a trap, and that nine officers were dead.
