"Ricky" was the Prime Minister of the United Kingdom in 1999. He was friends with Lord John Marbury, and once authorized Marbury to suggest "paying off" India to avoid a war with Pakistan.[1]
At some point, prior to 2005, he was replaced as Prime Minister by Maureen Graty.[2]
