Roy Turner was a Democratic senator. After Senator Brainerd backed out of negotiations, Josh Lyman recommended Turner to Toby Ziegler as someone who would be willing to work with Republican Senator Steve Gaines to save Social Security.
Turner and Gaines worked out a deal, but it nearly fell apart when neither could agree who approached whom first. President Bartlet suggested that the official story be the senators approached each other, taking the White House out of the equation, and the senators announced the deal together.
