Sheila Fields (D) was the House Minority Leader in 2003 and 2004.

The Democratic Leadership came to the White House after President Bartlet stepped down during his daughter Zoey's kidnapping to express their displeasure to Leo McGarry. Fields believed by stepping down Bartlet said Democrats couldn't handle security and single-handedly ending the Imperial Presidency. She accused Leo of being too close to Bartlet.[1]

She disapproved of Secretary Berryhill to replace John Hoynes as vice president because he had never run for office. She believed Speaker Haffley had enough power over the Republicans that he would stall Berryhill's confirmation until something negative came out, but unlike Senate Minority Leader Wendell Tripplehorn, she didn't approve of Haffley's list itself.[2]

Angela Blake was able to keep Fields on the Bartlet Administration's side during the budget negotiations, and she worked with Vice President Russell to negotiate the next continuing resolution with Haffley; however, with Josh's advice Bartlet was able to turn public opinion against Haffley and ended up getting his own budget passed.[3]

She joined Haffley and other House Republicans in opposing the Israeli-Palestinian peace talks and said Bartlet was ignoring the sacrifices those who died on the CODEL had made. She voted for a resolution that opposed the talks.[4]
