Solomon is the third person to serve as Chief White House Counsel under President Josiah Bartlet, having replaced Gates but is soon himself replaced by Lionel Tribbey.
When President Bartlet ponders why White House Counsels does not last very long under him, Chief of Staff Leo McGarry says that Counsels agree to advise the President and then he "doesn't let them in".[1]
