Sue Borden was a Democratic congresswoman who voted for the resolution opposing President Bartlet's planned peace talks with the Israelis and Palestinians. Josh Lyman believed she voted for it because she was in a tough race with a "a knuckle-dragging DA from Lake Forest."[1]
Toby Ziegler met with her about the Child Tax Credit due to her influence with the Democrats on Ways and Means. She agreed that their constituents needed something in exchange for supporting the huge troop deployment, but only if there wasn't a cap on how many children because she didn't want the Republicans to say the Democrats were anti-family.[2]
