Swain was a Senator from Rhode Island. During Matt Santos's transition, he was considered for Secretary of Defense. Following Barry Goodwin's advice, and against Josh Lyman's, Santos picked Swain as his Defense Secretary nominee, despite him being a Republican.[1]
