Tony Marino was a Democratic senator from Pennsylvania who lost reelection in 2000 to Morgan Mitchell, in part due to his support for the Test Ban Treaty. He had spent four years of his life on the treaty. According to Sam Seaborn, he had sway with the unions and could compel Senators Ramsey, Roanoke, and Grace to vote for the treaty because they needed union support to win reelection.
Leo McGarry described his loss to Mitchell as "bloody," and Toby Ziegler believed he would come back to vote for the Treaty in a lame duck session of congress to stick it to everyone who had voted him out; however, Marino considered it his responsibility to vote in accordance with his constituent's wishes and said he would abstain if President Bartlet tried to force the treaty through congress.
