Victor Campos is the head of the American Federation of Service Employees, Local 1262. Despite his ostensible low rank, he is an important leader in the Latino community and an organizer in the Democratic Party. According to Sam Seaborn, "A Democrat can't get elected to anything in California without him." His support was instrumental to Jed Bartlet winning the California primary in 1998.
He flies to Indianapolis to attend a Cleveland-Indiana game with Governor Jack Buckland, who is a potential rival in the 2002 Democratic primaries, panicking President Bartlet's staff at the White House and on his campaign. He is brought to the White House to meet with Sam Seaborn. Sam is angry that he isn't showing loyalty to President Bartlet and blows up at him. Connie tells him that the Legal Amnesty Fairness Act that Campos wants in exchange for his support won't just benefit Campos's union but the Democratic Party, and she warns him to be humbler because Bartlet is in a weaker position than four years ago. Sam apologizes for his temper to Campos, who accepts and promises no one will know.
